Highly Qualified Teacher (HQT) Requirements and Information
The federal No Child Left Behind Act (NCLBA) requires that all public school teachers of core academic subjects (i.e., English, reading, language arts, mathematics, science, foreign languages, civics and government, economics, art, music, history, and geography) meet the "highly qualified teacher" (HQT) requirements of the Act by the end of the 2005-2006 school year. Special educators will need to meet HQT requirements when they provide “primary instruction” in a core content area.

Online
CFP e-Application/e-Amendments for Local Educational Agencies (LEAs)
LEAs (supervisory unions/school districts) must apply for their consolidated federal
programs funds this year by completing an online e-Application. Funds are allocated
to each LEA based on federal formulas and allocation amounts. Consolidated funds
include:

- Title II, Part D

Elementary & Secondary Education Act (as Amended) Hearing & Complaint Process
This hearing and complaint procedure is one to be used when LEAs allege that the SEA has violated NCLB law or the administration of NCLB programs. It may also be used on those occasions when an LEA’s desires State involvement in a local complaint procedure. |

Vermont's Approved Supplemental
Services Providers (Updated 8/29/08)
The No Child
Left Behind Act requires Title I schools that have not made adequate yearly progress
(AYP) for three or more years to offer additional services, such as tutoring outside the regular school day, to
eligible students. This document lists the providers who have been approved by the Commissioner
to deliver these services. The list is reviewed and updated annually.
Consolidated State Application Accountability Workbook
Vermont's Adequate Yearly Progress Plan (AYP), required under the No Child Left Behind Act, was approved by the U.S. Department of Education on June 2, 2003. The Accountability Workbook is the official document that describes Vermont's approach to determining the annual progress of its public schools in ensuring that all students are meeting state standards by 2014. Schools that do not meet state standards, as specified in the workbook, will be identified for technical assistance. The state's School Accountability System Manual will be amended to reflect the system described in this document.
Student Performance Results on State Assessments Reported by Subgroups
The No Child Left Behind Act requires that states report student performance annually by subcategories, including gender; major racial/ethnic categories; students with disabilities; economically disadvantaged students; students with limited English proficiency; and migrant students.
